' � • <br /> These older curbed local residential streets are a constant source of citizen complaints due to <br /> their poor condition, which in most cases precludes routine maintenance practices from being cost <br /> effective. The City has performed limited maintenance work as a temporary relief to roadway <br /> users. The Stone Street pilot project is the reconstruction of an older curbed local residential <br /> street using a soil-cement treated base process. Two sample sections will be constructed. The <br /> basic difference between the two sections will be the thickness of the treated base. These sections <br /> will be evaluated for their relative effectiveness, ease of construction and for future use on other <br /> City streets. The work will involve the removal of existing material to lower the street grade so <br /> that after the final pavin�the street surface is appro�cimately 2 to 4 inches below its present grade. <br /> Stone Street was selected from appro}umately half a dozen candidate streets. Selection was based <br /> on its poor condition rating by the City's Pavement Management System (having an average <br /> Pavement Quality Index value of 2.6; 10 being the best condition) and complaints from the public. <br /> Another consideration was the use of a representative street section to assess the methods and <br /> applicability to other City streets in regard to impacts and control of disruptions to local residents <br /> and traffic. <br /> An important matter associated with the Stone Street project relates to the disruption to <br /> residents and local traffic. This work is essentially building a new street and will result in the <br /> street having to be closed to all traffic for up to a week. Residents will be inconvenienced and <br /> will not have direct access to their driveways while the street is closed. Staff will be working with <br /> the contractor to keep the residents informed of the project's progress and to make arrangements <br /> for residents having special needs. The closures will be held to a minimum but will be <br /> unavoidable. It is expected that complaints from affected residents will result. <br /> The project specifications for the reconstruction of Stone Street were prepared by the <br /> Engineering Division based on recommendations from SKS Engineers, Inc. after they performed <br /> an investigation of the existing material in the street. The project was advertised and bids were <br /> received and opened on August 26, 1996, for this project. The results of the letting are as <br /> follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over(-Under) <br /> En�ineer's Estimate $ 211,869.00 --- <br /> Dunn Company $ 196,787.75 (7.12) <br /> We recommend award of the contract to the low bidder, Dunn Company, at their low bid <br /> price of $196,787.75. This recommendation of award, based on the receipt of one bid, is <br /> considered reasonable in this case given the historic number of contractors submitting bids for <br /> street construction type work in the City of Decatur and the desire to proceed with this project for <br /> the general benefit of the public. <br /> City staff will be available to answer any questions that the Council may have at the meeting. <br />
