OF'fC
`i' 9
, C
V 70

 .
'/(l IN OS
July 31, 1996
PUBLIC WORKS NIENIORANDUM
NO. 96 - 50
MEMORANDUM TO: Honorable Mayor and City Council
FROM: Daniel R. Sommerfeldt, Acting City Manager
Bruce A. McNabb, Director of Public Works '
Stephen P. Swanson, City EngineerL
SUBJECT: Professional Engineering Services for the
Martin Luther King, Jr. Drive Extension to Hickory Point Road
The City's approved Capital Improvement Program for this fiscal year includes the design of
Martin Luther King, Jr. Drive (MLK) over Interstate 72 (I-72) to Hickory Point Road. This
project is a continuation of previous improvements to MLK beginning at Pershing Road and
extending north to approximately 100 feet south of I-72. These improvements were completed in
four phases over the last four to five years by the City, with the exception of the section between
Ash Drive and Shutter Drive which was constructed under separate contract by Wal-Mart. This
last segment over I-72 is planned to relieve trafFic congestion on U.S. Highway 51, improve
accessibility to the areas of the City north of I-72 and east of U.S. Highway 51, and to serve
economic development purposes.
The City Engineer's Office in late November of last year requested proposals from private
consulting firms to provide professional services for the NILK extension project. Four private
consulting firms submitted proposals in response to this request. The firms submitting proposals,
in alphabetical order, were:
Blank, Wesselink, Cook& Associates, Inc.
Homer L. Chastain & Associates
Clark Dietz, Inc. with Phillip W. Cochran, Consulting Engineer
WVP Corporation
