Completion - That all services as stated in Section A of "THE ENGINEER AGREES" <br /> are to be completed under this AGREEMENT within 3.5 months, unless adversely <br /> impacted by delays from the City's review or outside agencies associated with the <br /> project, after the CITY issues a written Notice to Proceed. All reimbursements <br /> provisions of this AGREEMENT are based on such completion. Delays which may <br /> extend the contract completion, outside of the ENGINEERS control may be cause for <br /> additional compensation due to increases in his payroll and fringe/overhead factor. <br /> 3.
