Mayor Terry M. Howley presided; together with him being <br /> Councilmen Nfichael T. Carrigan, Larry W. Foster, Lou Ann Jacobs, William IViitchell, Kent N. <br /> Mittelberg and William F. Oliver. All seven members were present. Mayor Howley declared a <br /> quorum present. ' ' <br /> The only item of business was a discussion relative to land acquisition at Oakland Avenue ' <br /> and West Wood Street for First Site; Mr. Lucky's on North Water Street; and, the transit center. , <br /> No formal action was taken. ' <br /> Councilman 11�itchell moved the meeting be reopened to the public; seconded by III <br /> Councilman Canigan, and on call of the roll, Councilmen Carrigan, Foster, Jacobs, 1VLtchell, ', <br /> M'ittelberg, Oliver and Mayor Howley voted aye. The Mayor declared the motion carried.
