<br /> On Friday, July 19, 1996, the City Council of the City of Decatur, Illinois, met in Special
<br /> Session at 4:00 P.M. in the Second Floor Conference Room, One Gary K. Anderson Plaza,
<br /> Decatur, Illinois. Mayor Terry M. Howley presided; together with him being Councilmen iv�ichael
<br /> T. Carrigan, Larry W. Foster, Lou Ann Jacobs, William Ivfitchell, Kent N. M�ttelberg, and
<br /> William F. Oliver. All seven members were present. Mayor Howley declared a quorum present.
<br /> Councilman Jacobs moved that the Council close this meeting to the public, and also close
<br /> to the public the meeting scheduled for Saturday, July 20, at 9:00 AM., pursuant to S II.CS
<br /> 120/2(c)(3), for the purpose of the selection of a person to fill a public office - namely, City
<br /> Manager, seconded by Councilman Foster, and on call of the roll, Councilmen Carrigan, Foster,
<br /> Jacobs, 11Titchell, Iv�ittelberg, Oliver, and Mayor Howley voted aye. The Mayor declared the
<br /> motion carried.
<br /> The meeting was moved to the Council Conference Room, third floor, Decatur Civic
<br /> Center, with all seven members present. Mr. Paul A. Reaume of the PAR Group was also
<br /> present.
<br /> The meeting was closed to the public.
<br /> � Interviews were held with Henry D. Sinda, former City Administrator, St. Charles,
<br /> M'issouri; Daniel R. Sommerfeldt, Acting City Manager, Decatur, Dlinois; and, Jeffrey J.
<br /> Broughton, former City Manager of Oak Ridge, Tennessee. No formal action was taken.
<br /> Councilman 1VZtchell moved the Council recess to Saturday, July 20, 1996, at 9:00 A.M.
<br /> in the Council Conference Room, third floor, Decatur Civic Center, for the purpose of the
<br /> selection of a person to fill a public office - namely, City Manager; seconded by Councilman
<br /> Oliver, and on call of the roll, Councilmen Carrigan, Foster, Jacobs, Mrtchell, Ivlittelberg, Oliver,
<br /> and Mayor Howley voted aye. The Mayor declared the motion carried.
<br /> On Saturday, July 20, 1996, the City Council of the City of Decatur, Illinois, met in
<br /> Closed, Executive Session at 9:00 A.M. in the Council Conference Room, third floor, Decatur
<br /> Civic Center, for the purpose of the selection of a person to fill a public office - namely, City
<br /> Manager. Mayor Terry M. Howley presided; together with him being Councilmen M'ichael T.
<br /> Carrigan, Larry W. Foster, Lou Ann Jacobs, William Mitchell,Kent N. Iv�ittelberg, and William F.
<br /> Oliver. All seven members were present. Mayor Howley declared a quorum present.
<br /> The meeting was closed to the public.
<br /> Interviews were held with Scott S. Randall, V'�llage Manager of Streamwood, Illinois;
<br /> Peter A. Korn, former City Manager of Peoria, Illinois; and, W. Kenneth Gearhart, City Manager
<br /> of Johnstown, Pennsylvania.
