. �r <br /> , � public utility easements are dedicated to the City as depicted on the Exhibit A Site Plan which <br /> is attached hereto. The dedication shall occur after the construction of the buildings have been <br /> completed in each phase. The parties hereto shall install, at their own respective expense as <br /> provided in the Exhibit A Site Plan, new curb, gutter, and sidewalks along Wood Street, <br /> Oakland Avenue, and Decatur Street as construction is completed. First Site shall cap and liquid <br /> fill with flowable mortar the old Eisner Store sewer line. <br /> 4. The parking depicted on the planned unit development provided along Oakland <br /> Avenue shall be considered private parking of First Site, pursuant to a lease with the City, may <br /> be posted and regulated by First Site, and First Site shall have the right to tow vehicles from that <br /> parking location in order to enforce the private regulations imposed by First Site. <br /> 5. The City agrees to reimburse First Site for the installation of the water mains and <br /> sanitary sewer mains according to the utility plat which is attached hereto and made a part hereof <br /> as Exhibit A. The reimbursement provided for herein shall be based on bids secured by First <br /> Site which must be approved by the City before work may commence. At its expense, the City <br /> shall remove from the premises the power line which presently goes overhead. <br /> 6. The City agrees that the property address of the planned unit development shall I <br /> be 1135 Wood Street, Decatur, Illinois. � <br /> 7. Building permits issued to First Site, or its affiliate or assign, shall have a life of <br /> 5 years regardless of any intervening change in the City's building code. During the life of a <br /> building permit, neither the City nor First Site may change the terms or requirements of a <br /> building permit. � <br /> 8. The storm water detention required for the project shall be provided in the parking ;j <br /> lot of the project according to the design of Phil Cochran, dated May 13, 1996. <br /> 2 <br />
