• t
DEPARTMENT OF FINANCIAL MANAGEMENT
RISK MANAGEMENT DIVISION
MEMORANDUM NO. 96-063
June 24, 1996
MEMO TO: Mayor and City Council
FROM: Daniel R. Sommerfeldt, Acting City Manager
Beth B. Couter, Director of Financial Management
Gerard J. Bauer, Risk Manager
SUBJECT: Flexible Spending Program for Fire Personnel
Attached please find a resolution amending the City of Decatur's Flexible Spending
Program adoption agreement. The amendment provides for fire fighter participation in the
program, per the latest agreement between the City and Local 505 of the International
Association of Fire Fighters.
As you know, the Flexible Spending Program allows employees to pay for group
insurance premiums, and unreimbursed medical and dependent care expenses on a pret basis, I
thereby reducing income tax liability and increasing spendable income for participants. ,
Authority for this widely used benefit comes from Section 125 of the U. S. Internal Revenue '
Code.
The program has been in effect for management and general service employees since
January l, 1992, and for police officers since January 1 of this year. The Risk Management
Division would be glad to answer any questions you might have about this program. We request
your approval of this resolution. Thank you.
attachment
