CITY OF DECATUR,ILLINOIS <br /> DECATUR PUBLIC TRANSIT SYSTEM <br /> INSTRUCTIONS TO INTERESTED BIDDERS <br /> DESCRIPTION <br /> Decatur is a community of 83,885 persons located in Central Illinois. The City comprises <br /> a land area of 44 square miles or 1,906 residents per square mile. It is basically a "blue collar" <br /> community with such industries as Borg-Warner; A.E. Staley Manufacturing Company; <br /> Archer-Daniels-Midland; Firestone; Mueller Co.; Wagner Castings; and Caterpillar Tractor <br /> Company located here. Approximately 15 percent of the population is comprised of minority <br /> persons. <br /> Municipal government is the City Manager/Council form with an appointed City <br /> Manager and an elected Mayor and six Council members. The Department of Community <br /> Development has direct responsibility for the transit system. The transit system was acquired <br /> from a private operator in 1972 and it has been managed by a private management firm under <br /> contract to the City since that date. <br /> The City owns 26 transit coaches (7-1979 Grumman Flxible's and 7-1987 Metro's and <br /> 12-1993 TMC's), but only operates 19 during the peak periods of the day. The current transit <br /> operating budget is $2.1 million. <br /> The Decatur Public Transit System (DPTS) provides bus service every day of the week <br /> except Sunday. The system operates more than 700,000 miles annually and has carried about <br /> 850,000 to one million passengers for each of the last ten years. Students comprise almost 23 <br /> percent of total ridership. <br /> In addition, DPTS also provides specialized transportation services for the handicapped. ' <br /> The City not only funds a subsidized taxi-cab program for the handicapped, but it also operates a ' <br /> demand-responsive, lift-equipped van for wheelchair-bound persons unable to use the taxi-cab ' <br /> program. <br /> SCOPE OF SERVICES <br /> The City of Decatur, Illinois is desirous of contracting with a firm (hereinafter referred to <br /> as Contractor) to provide the personnel necessary to operate the Specialized Van Transportation <br /> program, hereinafter referred to as the Program, for transportation of those handicapped persons I, <br /> who are eligible participants.
