immediately confirmed in writing (which may include facsimile), that this subsection (b) has been <br /> complied with, including as to the amount of any unused volume cap; <br /> (c) Automatically, and without any further action by the City Council, in the event that the <br /> provisions of this Section 2 are not met and completed on or before December 1, 1996, the cap <br /> allocation under Section 1 shall terminate and then and there be discharged and released and <br /> reallocated to the State. <br /> Section 3. Conflict. Any ordinance, resolution or other action of the City Council <br /> inconsistent or in conflict with this resolution shall be and is hereby repealed. <br /> Section 4. Effective. This resolution shall be effective immediately upon its adoption and <br /> approval and constitutes an allocation under applicable law. This resolution shall be irrevocable <br /> to and including December 1, 1996. <br /> Upon motion by Council Member Oliver, seconded by Council Meinber Foster, adopted <br /> this 15th day of April, 1996, by roll all vote, as follows: <br /> Voting "yes": Councilmen Michael T.
