STATE OF ILLINOIS ) ) SS COUNTY OF MACON ) CERTiFICATION OF MINUTES I, the undersigned, do hereby certify that I am the duly qualified and acting City Clerk of the City of Decatur, Macon County, Illinois (the Municipality), and as such official I am the keeper of the records and files of the Municipality. I do further certify that the foregoing constitutes a full, true and complete transcript of the minutes of the meeting of the Municipality held on the 15th day of April, 1996, insofar as same relates to the adoption of a resolution entitled: RESOLUTION NO. R96-43 A RESOLUTION ALLOCATING PRiVATE ACTNITY BOND VOLUME CAP AND PROVIDING THE TERMS AND CONDITIONS OF SUCH ALLOCATION, AND RELATED MATTERS a true, correct and complete copy of which such resolution as adopted at such meeting appears in the foregoing transcript of the minutes of such meeting. I do further certify that the deliberations of the Municipality on the adoption of such resolution were conducted openly, that the vote on the adoption of such resolution was taken openly, that such meetings was called and held at a specified time and place convenient to the public, that notice of such meetings was duly given to all of the news media rec�uesting such notice, that such meetings was called and held in strict compliance with the provisions of the Open Meetings Act of the Municipal Code of the State of Illinois, as amended, that the Municipality has complied with all of the provisions of such Act and such Code and with all of the procedural rules of the Municipality, and that such resolution has not been amended, revoked or repealed and is in full force according to its terms.
