During a Phase I ESA, potentiai <br />� environmental concerns are identified through a three step process. This process includes <br /> a study of f�istorical documentation as to past use of the property, a review of federal, state <br />� and local environmental agency records, and a site characterization/reconnaissance. <br />� TSC has obtained information from several outside sources during the course of performing <br /> this ESA. No warranties are made by TSC as to the accuracy and validity of this <br />� information, but it has been relied upon as factual and utilized during this ESA. <br />� The subject assessment did not include any consideration of issues related to radon, lead, <br /> or wetlands. By agreement with the Client, tlie scope of services for this assessment did <br /> include a non-ASTM standard scope limited asbestos survey. While both lead and asbestos <br />� are non-ASTM standard scope items when considered as existing building components, <br /> their disposal on a site may result in cleanup liability issues under the Comprehensive , <br />� Environmental Response, Compensation and Liability Act (CERCLA). Accordingly, the <br /> potential for lead contamination from former painting and automobile body repair operations <br />� has been included here as a recognized environmental condition at the subject site. <br />� SITE DESCRIPTION <br />� The subject site occupies an area of approximately five and nine-tenths (5.9) acres, and is <br /> located in a commercial area that is part of the central business district of the City of <br />� Decatur. With the exception of a small parcel adjacent to the southeastern corner of the <br /> site, the subject property occupies two (2) entire city blocks, bouncied by Franklin Street <br /> on the west, Prairie Street on tl�e North, Martin Luther King Drive on tf�e east, and Main <br />� Street on the south.
