, <br /> __ APPENDIX I <br /> SCOPE OF SERVICES <br /> WATER RESOURCES/STORAGE/PRODUCTION STUDY <br /> City of Decatur, Illinois <br /> The scope of services for the Decatur Water Resources/Storage/Production Study includes the <br /> provision of consulting engineering services for the identification and evaluation of alternatives <br /> to improve the long-term reliability of the Client's water supply. Specific objectives for the <br /> study include: <br /> • Development of projections of likely future water requirements for the City of <br />� Decatur; <br /> • Development of an accurate assessment of water supply needs in terms of <br /> quantity, quality and duration; and <br /> • Identification of cost-effective altematives for improving the long-term capacity <br /> and reliability of the Client's water supply. <br /> � <br /> The scope of services is structured to address these elements through a detailed engineering <br /> analysis which draws upon the principles of Integrated Resource Planning. Specifically, this <br /> approach will involve initial consideration of a broad range of supply-side and demand- <br /> management alternatives, followed by in-depth evaluation of specific options best-suited to <br /> Decatur's needs. As a result of these efforts, the study will provide the Client with a clear plan <br /> for proceeding with activities required for implementation of a cost-effective solution. <br /> In order to facilitate development of an implementable plan, it is expected that the Client and <br /> Engineer will establish a Technical Advisory Committee to participate in selected discussions <br /> of potential project altematives. The role of this committee within this project will be to provide <br /> input to the process of altemative identification and evaluation.
