Those updates are highlighted in bold italic print. The most <br /> substantive changes are a recommendation to sever the telephone system procurement from <br /> the Electrocom mobile data system procurement, providing the opportunity for further cost <br /> savings for the city, the addition of projected room renovation costs, and the deferment of a <br /> decision on the number of Automated Yehicle Location devices fielded pending firming up <br /> remaining estimated system costs. <br /> PURPOSE: This memo is provided in support of the City Council FY 95-96 Budget objective <br /> to improve service delivery to the community in the areas of Police, Fire, and Emergency <br /> Medical Services throu�h Communications Center improvements and the fielding of Mobile Data <br /> Computers in emergency vehicles. <br /> BACKGROUND: Existing city computer facilities to support emergency services are <br /> inadequate. The current Computer Aided Dispatch System is a mainframe-based, intemally <br /> developed system which has been in use for over 9 years. While a cost effective solution to the <br /> Police Department's needs at the time developed, it cannot support current requirements to <br /> dispatch multiple agencies or to provide officers in the field with timely access to critical <br /> information. Indeed, it cannot communicate directly with officers in the field, requiring voice <br /> interface through a sin�le dispatcher. Further, the system provides no secure means to <br /> communicate with field units, and it does not interface with other essential public safety systems <br /> such as crime analysis, investigations management, crime reporting, electronic mapping, patrol <br /> deployment, arrest/booking/jail management, or the software in use by the newly consolidated <br /> City/County Records bureau. Finally, the system does not support dispatch of Fire and EMS, nor <br /> provide any of the information tracking and reporting functions necessary to support efficient <br /> functioning of the Fire Department. <br />
