Management Information Services Division " ' '
Memoranclum No.95-10
Page 4 ,
longer lead time activities: the purchase of the software, dispatch console electronics, mobile
data computers and associated radio frequency infrastructure, file conversion, and
miscellaneous professional services components of the overall system. Staff is currently in the
process of bidding those remaining components not covered by this action: console furniture,
electronic call logging and recording systems, dispatch center computer hardware and
operating system software, room renovation, the electronic telephone system, and,
provisionally, the automated vehicle location systems The overall pace of communications
center modernization will not be affected by deferring these acquisitions pending final design
of the new dispatch facility. Final costs for these remaining components are not expected to
exceed those shown in the rightmost column of Enclosure 1. For those cost elements not yet
firmed up, staff will return for council approval prior to accepting any bids.
RECONIlVIENDATIONS: Given the relatively modest increase in functionality to be derived
from the greatly increased costs of the IBM proposal, staff recommends the Electrocom/HTE
technical solution. In view of the cost savings possible if City staff assumes the integrating role,
staff further recommends that approach. We recommend therefore that Council approve the
three attached resolutions regarding purchase of equipment, software, and professional services,
to include installation, training, and service support, in the amounts shown.
Staff will be available at the meeting to answer any questions that you may have.
4 Encl
