Anderson Plaza Decatur, Illinois 62523 Dear Mayor Howley: The State of Illinois, acting through its Department of Transportation, is proposing to modernize the existing traffic signals at the intersections of Franklin Street (F.A.S. Route 710 Alt.) and Main Street (F.A.P. Route 710) with William Street, Prairie Street, West Main Street, and Decatur Street, all of which are within the corporate limits of the City of Decatur. The work included in this contract consists primarily of the installation of detector loops, new controllers, controller cabinets, signal heads, mast arms, and posts. The intent is to improve and upgrade existing facilities to reduce delay and enhance safety. It is the intention of the Department that all streets be kept open to traffic during construction of this project. One or two traffic lanes will remain open in the immediate work areas and shall be regulated with appropriate traffic control standards, with the use of flagman when necessary. Financial participation by the City is not anticipated, unless the City requests additional work which is outside the scope of the project. All other costs incurred in the completion of this traffic signals modernization project, in accordance with the plans and specifications, will be borne by the Department. This project is being funded under a special Green Light Program by the State of Illinois. The estimated cost of this project is $120,000. Without this program, the City's financial participation in this project would have been equal to $57,000.
