Anderson Plaza <br /> Decatur, Illinois 62523 <br /> Dear Mayor Howley: <br /> The State of Illinois, acting through its Department of Transportation, is proposing to <br /> modernize the existing traffic signals at the intersections of Franklin Street (F.A.S. <br /> Route 710 Alt.) and Main Street (F.A.P. Route 710) with William Street, Prairie <br /> Street, West Main Street, and Decatur Street, all of which are within the corporate <br /> limits of the City of Decatur. <br /> The work included in this contract consists primarily of the installation of detector <br /> loops, new controllers, controller cabinets, signal heads, mast arms, and posts. The <br /> intent is to improve and upgrade existing facilities to reduce delay and enhance safety. <br /> It is the intention of the Department that all streets be kept open to traffic during <br /> construction of this project. One or two traffic lanes will remain open in the immediate <br /> work areas and shall be regulated with appropriate traffic control standards, with the <br /> use of flagman when necessary. <br /> Financial participation by the City is not anticipated, unless the City requests additional <br /> work which is outside the scope of the project. All other costs incurred in the <br /> completion of this traffic signals modernization project, in accordance with the plans <br /> and specifications, will be borne by the Department. This project is being funded <br /> under a special Green Light Program by the State of Illinois. The estimated cost of this <br /> project is $120,000. Without this program, the City's financial participation in this <br /> project would have been equal to $57,000. <br />
