` " RESOLUTION NO. R / � I bs <br /> RESOLUTION DESIGNATING SLUM OR BLIGHTED <br /> AREA ELIMINATION/PREVENTION <br /> WHEREAS, the City of Decatur receives Community Development Block Grant (CDBG) <br /> funds from the government of the United States; and, <br /> WHEREAS, certain of these funds may be designated to be spent to aid in the elimination <br /> or prevention of areas of blight or siums; and, <br /> WHEREAS, in order to spend such dollars, it is necessary to qualify areas under federal <br /> law; and, <br /> WI�REAS, such areas do exist within the City and the City Council is desirous of <br /> continuing to aid them through the use of CDBG monies. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF DECATUR, ILLINOIS: <br /> Section 1. That this action is taken in compliance with 24 CFR section 570.208(b). <br /> Section 2. That one purpose of the City is to eliminate and prevent slums and/or blighted <br /> conditions in certain areas of the City. <br /> Section 3. That the following area of the City is hereby declared to be eligible for funds <br /> under the guidelines of 24 CFR section 208(b): <br /> That area bounded on the north by the right-of-way line of the <br /> NorFolk and Southern Railway, lying immediately north of and <br /> parallel to Cerro Gordo Street, on the west by the right-of-way line <br /> of Church Street, on the south by the right-of-way line of Wood <br /> Street, and on the east by the right-of-way line of Martin Luther <br /> King Jr. Drive. <br /> Section 4. That the following are true of the above-noted area: <br /> (a) The area meets the definition of "Slum and Blighted <br /> Area" as found in 315 ILCS 5/3(j); <br /> (b) Area boundaries, the condition of the housing stock, <br /> commercial and industrial buildings, utilities and public <br />
