� " improvements are documented and are on file in the City <br /> Community Development Bepartment; and, <br /> (c) That activities carried out by the City in this area <br /> address one or more of the conditions which contribute to the <br /> deterioration of the area. Residential buildings rehabilitated under <br /> the programs described herein must individually be considered <br /> substandard through a finding that the building would fail to meet <br /> the housing quality standards for the Section 8 Housing Assistance <br /> Payments Program - Existing Housing, 24 CFR 882.1091. All <br /> deficiencies making a building substandard under these guidelines <br /> must be eliminated before less critical work on the building is <br /> undertaken. <br /> Section 5. That the purpose of activities undertaken in this area with CDBG funds shall <br /> be designed to eliminate conditions that make the area qualify as blighted, including, but not <br /> limited to: removing excess vacancies, rehabilitating or removing deteriorating or dilapidated <br /> buildings or improvements, and protecting the public health and safety, by eliminating conditions <br /> detrimental to current residents. <br /> I Section 6.
