That the proposal of H.L. Chastain& Associates, LLP be accepted and a <br /> contract be awarded, accordingly. <br /> Section 2. That the Mayor and City Clerk be, and they are hereby authorized and <br /> directed to execute an engineering ageement between the City of Decatur, <br /> Illinois and H.L.
