ATTACHMENT"A" <br /> SCOPE OF SERVICES <br /> The prunary purpose of the Lake Shore Drive Relocation Feasibility Study is to analyze the <br /> potential for increasing the developable lake shore property between Maffit Street and <br /> Route 51, while minimizing the negative impacts on the surrounding environment. A <br /> strong development opportunity exists for recreational and urban-commercial <br /> developments in the subject area on the north side of the lake in the Mueller Park area. In <br /> order to accommodate this development potential, part of the surrounding street network, <br /> including Lake Shore Drive, will need to be either relocated or reconfigured. <br /> Subsequend�, traffic circulation throughout the entire study area will have to be assessed <br /> in order to identify the most viable alternative which will have minimum impact to the <br /> surrounding environment,both economically and socially. <br /> The features and details of the proposed work plan to achieve the Project goals and <br /> objectives are described in the following paragraphs. <br /> TASK 1 - EXISTING CONDITION ASSESSMENT <br /> This task consists primarily of the assembly and review of the relevant documents and <br /> data available through the City and IDOT, and the identification of any additional <br /> information which the consultant deems necessary to conduct this corridor relocation <br /> study. The City has ind.icated that sufficient traffic count information,both in the form of <br /> ADT and peak hour turning movement counts,will be available to the consultant for the <br /> study. Additional traffic counts will be collected by the City staff, if requested by the <br /> consultant. In addition, the City will need to provide the consultant with copies of the <br /> Lake Decatur Sangamon River Corridor Concept Plans and all pertinent information <br /> related to the development proposal. The consultant will also obtain and review the <br /> existing street geometric statistics and accident data, along with an aerial photograph and <br /> the existing land use map of the study area. A field reconnaissance will be conducted to <br /> verify documented information. It is also the intent of Bucher,Willis&Ratliff to meet with <br /> City staff and other parties involved in the development project at the outset of this study <br /> to absorb all the concerns and emphasizes. The consultant will conduct personal <br /> interviews with two key businesses and telephone interviews with nine additional Decatur <br /> businesses as identified by the City staff. The purpose of these interviews will be to <br /> determine how they feel they would be impacted by the relocation of Lake Shore Drive. <br /> TASK 2 - FUTURE LAND USE/TRAFFIC GROWTH REVIEW <br /> The consultant will review both the long range City comprehensive plan and general <br /> redevelopment options on the north side of the lake in the Mueller Park area along with <br /> s <br />
