their traffic generation implications. As the study process evolves to various alternative <br /> considerations, it may be necessary to review the density and types of development in <br /> order to achieve an optimum solution to the overall land use/traffic balance. If that should <br /> occur, the consultant will document the findings and review the recommendations with <br /> the Ciry. <br /> TASK 3 - SHORT RANGE &LONG RANGE FACILITY NEEDS <br /> The process used to assess the need to accommodate future traffic growth will require <br /> several assumptions and technical iterations. First, both short and long range land use <br /> growth scenarios will be defined through the completion of Task 2. This projection will <br /> be made for city wide growth as well as a more specific subarea development proposal on <br /> the North Shore area of Lake Decatur. Traffic generations associated with those land use <br /> growth scenarios will be calculated and distributed to the pre-defined eacisting subarea <br /> street network. This network will be a cordoned-off subarea of the city wide network. <br /> currenfly being prepared. As the newly-generated traffic is distributed into the network <br /> on its various projected time tables, impact to the mobility and capacity of the existing <br /> street system will be revealed. Bucher,Willis&Ratliff intends to analyze the traffic impact <br /> on three timing scenarios: a short range and long range impact with an intermediate <br /> scenario. The timing of these projections will be in concert with the City comprehensive <br /> plan, as well as a reasonable Lake Shore redevelopment schedule. <br /> TASK 4 - IMPROVEMENT ALTERNATIVES ANALYSIS <br /> If the results of the analysis from Task 3 reveal that no significant adverse impact will be <br /> realized from the land use growth, then theoretically the study would only focus on a <br /> minor street alignment change to accommodate the proposed development in a so-called <br /> No-Change scenario. In addition, the consultant will consider the removal of major truck <br /> traffic or trafFic in general from Lake Shore Drive without causing significant harm to the <br /> downtown area or the City's neighborhoods. However,if the analysis reveals a possible <br /> deficiency of existing facilities to handle the newly generated and redistributed traffic, <br /> then the consultant will review various viable improvement alternatives to upgrade the <br /> existing street network to the desirable service level. <br /> The City staff identified the following six (6) alternatives to be included by the consultant <br /> in the analysis: <br />� (1) No-Change, <br /> (2) Relocating highway north of current route,immediately in front of the water <br /> treatment facility, and to the north of the Red Cross Building, <br /> (3) Relocating Route 105/Lake Shore Drive along south Hilton Street, north to <br /> east Marion Street and northwest to ali n with East Cleveland Avenue <br /> g � <br /> (4) Cul-de-sac Lake Shore Drive at Maffit Street, <br /> 9 <br />
