(5) Routing Lake Shore Drive traffic to Cantrell Street, ' <br /> (6) Redesignating Rt. 105 to Eldorado Street (Rt. 36) and Rt. 51. <br /> In addition, the consultant is required to study a minimum of two add.itional options <br /> beyond those six identified. Quite frequently, two or more alternatives may be combined <br /> to evaluate their effectiveness. Bucher,Willis&Ratli.ff will assess and analyze a maximum <br /> of ten alternatives on their traffic impacts. Each of the alternatives will require approval <br /> by the City prior to major investigation. These alternatives will be tested on various <br /> development timing schedules as previously identified in Task 3. The evaluation criteria <br /> will be unbiased, consistent, including evaluaHon of intersection and nodal level-of- <br /> service, traffic safety improvements,general community impacts, environmental impact, <br /> and preliminary construction cost and benefit/cost ratios as outlined in the following <br /> tasks. This task will primarily identify transportation unprovement alternatives based on <br /> future needs. Capacity analyses of proposed alternatives will occur with various types of <br /> roadway cross sections. Basic cost estimates will be developed for each improvement <br /> alternatives for comparison. <br /> TASK 5 - SOCIO-ECONOMIC/LEGAL CONSTRAINT REVIEW <br /> As a part of the alternative comparison,it is important to not only evaluate the technical <br /> merit,but also review the impact on less quantifiable issues such as the change in quality <br /> of life, potential economic impact due to change of access, and overall socio-economic <br /> issues resulting from route relocaHon and alteration of the neighborhood. Other legal <br /> issues,such as the restriction or removal of existing access, condemnation of certain right- <br /> of-way acquisitions, zoning and street classification, as well as any legal constraints and <br /> financial costs, if any, to the City that may occur from the Illinois Department of <br /> Transportation,will be reviewed as a part of the corridor relocation alternative evaluation <br /> process. Recognizing the fact that it will be difficult to quantify some of the intangible <br /> factors for comparison, the consultant will evaluate the relative constraints on two basis: <br /> comparing the merit of all pertinent factors on a pre-determined relativity scale and on a <br /> preliminary mitigation cost. We have learned from our past experience that the <br /> comparison of mitigation cost will be particularly effective if it is supported by sound and <br /> uniform cost basis. Legal constraints are difficult to compare on a quantifiable scale and <br /> will have to be identified and reviewed in a cursory fashion. Nevertheless, the consultant <br /> will present to the City important concerns on any relocation alternatives prior to <br /> proceeding further with the analysis. <br /> TASK 6- IDENTIFICATION OF PRELIMINARY ENVIRONMENTAL CONCERNS <br /> This particular task will primarily deal with the physical feature of the environmental <br /> issues relating to the potential relocation of Lake Shore Drive. While the project is <br /> confined by the budget constraint from exercising a more detailed environmental <br /> assessment analysis, it is the intent of the consultant to conduct a cursory review of <br /> �o <br />
