environmental concerns on all viable relocation alternatives. It appears, on the surface, <br /> that issues such as drainage and surface pollutant runoff containment, potential air quality <br /> threat and noise pollution surrounding residential areas, parks and institutions may be <br /> among some of the potential environmental concerns. Due to the fact that only a cursory <br /> review will be conducted on the environmental issues, the analysis will be limited to the <br /> identification oF potential and severe problems and possible mitigation methods. If the <br /> cost of mitigation appears to be a potential threat to the viability of a particular alternative, <br /> the consultant will present the findings in the summary report. <br /> TASK 7- PREFERRED ALTERNATIVE RECOMMENDATIONS <br /> On the basis of the corridor relocation alternadve evaluations from tasks 4,5 and 6, Bucher, <br /> Willis & Ratliff will summarize all the viable alternatives on an evaluation matrix, <br /> comparing each alternative with respect to the evaluation criteria. Based on these <br /> comparisons of both tangible and less quantifiable factors, the consultant will recommend <br /> to the City a preferred alternative plan including the following: right-of-way requirements, <br /> functional classification of the revised street network, transportation policies needed to <br /> guide the process through implementation, other non-motorized transportation plans <br /> related to the relocation, and preliminary cost estimate. The implementation plan will <br /> include a short range,intermediate and long range improvement program,if it is deemed <br /> feasible. <br /> TASK 8 - REPORT AND DOCUMENTATION <br /> This task is to document the study methodology, findings, conclusions, and <br /> recommendations and to monitor the study progress. A progress report will be prepared <br /> on a monthly basis to submit to the City for review. In addition, a working paper will be <br /> prepared at the end of Task 4 to su�runarize the alternative evaluation. This working paper <br /> will be incorporated into the final report. <br /> The consultant will prepare a final report summarizing the study process, anal�sis, and <br /> recommendations. The written report will also include the preliminary drawing of the <br /> preferred corridor alignment, typical cross-sections,and the results of benefit/cost analysis <br /> of all viable alternatives. Other information in the report will include potential <br /> environmental impacts; mitigation measures, estimated cost, additional right-of-way <br /> needed, implementation sequence, and other information required to fully define the <br /> project. Ten (10) copies of the draft final report will be submitted to the City for review <br /> purposes. Fifty(50) copies of the final report will be printed following the approval of the <br /> preliminary draft of the report. Bucher,Willis &Ratliff will also prepare a brief executive <br /> summary (no more than 6 pages) for binding within the final report or as a separate <br /> document for distribution. <br /> 11 <br />
