page 3
6 . Spot Demolition Program
The City Council has placed high priority on an aggressive
demolition program. The current program has provided
$50, 000 to be targeted to the near north revitalization area
and $50, 000 to be used on a spot demo basis . Initial
budgeted amounts have nearly been depleted. Staff
recommends an additional allocation of $100, 000 in CDBG
funds to be split equally between the target area and spot
demo in CDBG eligible neighborhoods .
Cost : $100, 000
7 . Agency Special Projects
Staff recommends the allocation of block grant funds for the
completion of two sub-recipient grants . The first agreement
would provide $50, 000 for the completion of site treatments
at the New Horizons Day Care facility. Work to be included
under this project would include alley improvements, parking
lot improvement, landscaping, and lighting. Cost of the
project is estimated to be $50, 000 .
The second agreement provides for the installation of
bleachers for the Boys and Girls Club. The project would
replace the existing metal bleachers with six rows of
durable fiberglas bleachers on the north side of the gym.
Estimated cost of the project is $35, 000 .
Cost : Total for subrecipients : $85, 000
8 . Acquisition/Rehabilitation in the National Register
District
This pilot program targeted to the Near West National
Register District shall focus resources in one or more block
areas with an architecturally or historically significant
structure. The purchase of any structure would be based
upon a judgment made by an assessment team that
rehabilitation of the structure has the potential to serve
as a catalyst for new private sector investment in the
neighborhood or correct a condition that is an impediment to
on-going private sector investment in the neighborhood.
Through DCDF, the structure will be purchased,
rehabilitated, and then resold to an income eligible home
buyer. It is estimated that three to five homes could be
purchased and rehabilitated.
Cost : $180, 000
3
