9 . Rehabilitation Grant and Loan Program <br /> This pilot program will provide incentives to low and <br /> moderate income homeowners to rehabilitate homes within the <br /> National Register District . The grant portion of the <br /> program will provide up to $3, 000 or 50 percent of repairs, <br /> which ever is less, for work performed on the exterior to <br /> bring the property into code compliance. The loan portion <br /> of the program shall provide up to $15, 000 at zero percent <br /> interest for a period of 10 years for additional exterior <br /> work and correct all interior code violations . To maximize <br /> the impact of the program, the program shall be offered to <br /> homeowners in the National Register District sequentially by <br /> sub-area until all funds have been expended. It is <br /> estimated that seven properties will be rehabilitated under <br /> the program. <br /> Cost : $132, 932 <br /> TOTAL COST: $737, 932 <br /> Written Proposals <br /> Ms .
