The Sheriff sha11 establish and operate a records division which shall perform all <br /> record-keeping functions for both the City and the Sheriff, with equipment and technology <br /> choices and personnel matters, including staffing levels and compensation, to be decided by the <br /> Sheriff. <br /> 3. The City, through its City Manager, and the Sheriff shall agree, in writing, on the <br /> financial considerations to be paid by each with regard to the establisr..ment and operation of said <br /> communications center and records division, and said officers shall further agree on the <br /> operational capacities and general tasks and responsibilities of both said center and said division. <br /> Said agreement, as required hereby, sha11 be executed prior to the establishment of either said <br /> center or said division. <br /> 4. The City and the Sheriff agree that negotiations concerning the written agreement <br /> provided for in paragraph 3 hereof shall begin no later than August 1, 1994 and said negotiations <br /> shall conclude without unreasonable delay. <br /> 5.
