� • AGREEMENT <br /> , � WHEREAS, the City of Decatur, Illinois ( "City" ) and the County <br /> of Macon ( "County" ) are units of local government, as defined by <br /> Article VII of the Constitution of the State of Illinois, and are <br /> public agencies, as defined by the Intergovernmental Cooperation <br /> Act (5 ILCS 22/1 et seq. ) , and are therefore authorized and <br /> empowered to enter into intergovernmental agreements whereby they <br /> may share services and combine functions; and, <br /> WHEREAS, the Sheriff of the County of Macon ( "Sheriff" ) is a <br /> co-employer of those employees performing records and <br /> communications functions for the County, as hereinafter described; <br /> and, <br /> WHEREAS, by previous agreement dated September 19, 1994, the <br /> City authorized its City Manager, and the County authorized the <br /> Sheriff, to enter into an agreement whereby the City and the County <br /> would combine records and communications functions, with each unit <br /> of government assuming responsibility for one ( 1) such function, a <br /> copy of said previous agreement being attached hereto and made a <br /> part hereof ( "Exhibit 1" ) ; and, <br /> WHEREAS, the City and the County agree that the following- <br /> described division and assignment of records and communications <br /> functions will promote efficiency and economy in the public <br /> service. <br /> NOW, THEREFORE, in consideration of the following provisions, <br /> the City, the County and the Sheriff agree as follows: <br /> 1.
