f
CONIlv1UI1ITY DEVELOPMENT MEMORANDUM
N0. 94-155
July 28, 1994
TO: Honorable Mayor Erik C. Brechnitz and City Council
Members
FROM: James C. Baco J`r. Cit Mana er
n, , Y g
George C. Weaver, Community Development Director
 SUB7ECT: Facade Grant Program Guidelines
The staff is seeking City Council approval of the program guidelines governing the facade grant
program. It had been staffs intention to recommend program guidelines identical to the program
that had been operated in the past. Under that program, the city provided grants up to $50,000
for facade work provided the owner agreed to match with a like investment for interior
restoration work. A draft set of guidelines have been disseminated to property owners in the
Central Business District indicating this to be the intended program direction. We have received
serious inquiries from several property owners who are currently working on meeting draft
submission requirements.
Since the facade program was last administered by the city, federal regulations regarding the
payment of prevailing wages have changed. When the program was last administered, prevailing
wage requirements applied only to the exterior portion of the work. The interior work which had
been considered a match was exempt from the prevailing wage requirements. Changes in the law
now require that all work that is considered a match be subject to the prevailing wage
requirements. In other words, any interior work which would have been required as part of the
program would be at prevailing wages. In the opinion of staff, this requirement becomes a serious
impediment to the implementation of the program. For this reason, staff is recommending a
change in the financing provisions of the grant that would make the program strictly an exterior
facade program. The program as proposed would provide up to $50,000 or 80 percent of the
cost of a facade improvement. Applicants would be required to provide 20 percent of the cost of
the improvement.
