Preference will continue to be given to the historic <br /> district, with priority preference given to Merchant and Prairie Streets. <br /> Another proposed change from the past program is the way work is to be contracted. Under the <br /> past program guidelines, the city was the contractor. Staff is proposing the applicant be the <br /> contractor with full responsibility for meeting all federal contract provisions. This contractual <br /> arrangement would be similar to our current subrecipient agreements. <br /> � <br /> Staffwill be present to answer any questions regarding the proposed program guidelines. <br />
