. i _ , <br /> FACADE GRANT PROGRAM GUIDELINES <br /> I . PROGR.AM OBJECTIVES <br /> The intent of this program is to promote the continued <br /> revitalization of the Central Business District . Physical <br /> condition, economic vitality, and architectural quality of <br /> the Central Business District will be enhanced in the fol- <br /> lowing manner: <br /> l . Violations of property maintenance codes related to <br /> exterior building facades will be eliminated; and <br /> 2 . The design details and characteristics of buildings <br /> for the period will be restored or recreated. <br /> � Eliminating unsafe or hazardous conditions and restoring <br /> the unique architectural qualities and design features <br /> will support the continued revitalization of our commer- <br /> cial core . Indirectly, this program will support other <br /> community goals of increasing residential housing oppor- <br /> tunities in the Central Business District and creating <br /> employment opportunities for low and moderate income per- <br /> sons . <br /> II . ELIGIBILITY <br /> A. STRUCTURE ELIGIBILITY <br /> A structure' s eligibility will be determined by the <br /> Department of Community Development and Historical <br /> and Architectural Sites Commission based on the fol- <br /> lowing: <br /> 1 . Location <br /> To be eligible for consideration, a structure <br /> must be located in the Central Business District <br /> Image Area or Historic District . Preference <br /> will be given to applicants within the Historic <br /> District . Priority preference will be given to <br /> applicants on Merchant and Prairie Streets . <br /> (See attached maps) <br /> 2 . Architectural or historic significance <br /> Preference will be given to structures of local <br /> architectural or historic significance as deter- <br /> mined by the Historical and Architectural Sites <br /> Commission. Properties lacking architectural or <br /> historic significance may be deemed eligible for <br /> -1 <br />
