.- r' , <br /> 3951h 06/94 <br /> AGREEMENT F R PLANNIN �I <br /> 0 G SERVICES <br /> BETWEEN <br /> THE CITY OF DECATUR <br /> AND <br /> THE STATE OF ILLINOIS, ACTING BY AND THROUGH ITS <br /> DEPARTMENT OF TRANSPORTATION <br /> is AGREEMENT, entered into as of this ��r day <br /> of , 1994 by and between the City of Decatur hereinafter <br /> calle the�LANNING AGENCY, and the State of Illinois, acting by and <br /> throu h its Department of Transportation, hereinafter called the <br /> DEPARTMENT, is for regional transportation and related planning <br /> activities in the County of Macon in Illinois, called the planning area. <br /> WITNESSETH THAT: <br /> WHEREAS, the DEPARTMENT is mandated by law to develop transportation <br /> plans and programs in cooperation with Federal , State and local agencies, <br /> and <br /> WHEREAS, Section 104(f) of Title Twenty Three U.S.C. has authorized <br /> through the State of Illinois, funding to carry out Section 134 of Title <br /> Twenty Three U.S.C. , and <br /> WHEREAS, Section 8 of the Urban Mass Transportation Act of 1964, as <br /> amended, has authorized, through the State of Illinois, funding <br /> hereinafter referred to as FTA funds to carry out Sections 1602, 1604 and <br /> 1607 of Title 49 U.S.C. , and <br /> WHEREAS, the State of Illinois shall make these funds available to <br /> the metropolitan planning organization responsible for carrying out <br /> Section 134 of Title Twenty Three U.S.C. , and Section 8 of the FTA Act <br /> (49 U.S.C. 1607) , and <br /> WHEREAS, the Governor of the State of Illinois has designated the <br /> City of Decatur as the metropolitan planning agency for the urbanized <br /> area of Decatur, Illinois. <br /> WHEREAS, the Department shall assist the PLANNING AGENCY by <br /> providing the services described in Appendix B. <br /> WHEREAS, the DEPARTMENT has determined a need for continuing the <br /> transportation planning process in the urbanized areas, and <br />
