Mayhugh, Sr., Water Procuction Manager
SUBJECT: Lime Sludge Remaval Oontract Fctensiori
Each year the City's water treatrnent plants prochoe approatimately 20,000
ciry tons of lime sludge (limex) as a byroduct of the water treatmeit
prooess. Several recent and currerit capital p+ojects wi1.1 pravicle the City
with adequate facilities for the temporary storage of the limex exitiryg the
plants. Hawever, the limex moust be reoved frcm the teoY'arY stflrage
facilities o a regular basis.
Sinae 1985, the City has contracted with private veridors to remwe scne
of the limx frca its facilities. Since 1988, the oortractor has been Oorn
Be1t FS, Inc., which has used the limex in lard applicatian oa area far.
IYL2 COriY"dG`'t 111Y'P.S Ylc1t FS r2I0aVe 8 '[ILnimmnn at of limex (8000 d1y tons
P' Y') . with the aption to remave additiarsal qu,arYtities, all at a fi.xed
prioe per dry ton. In the past fiscal year, FS remaved approcimately 16,400 ,
dry tons. Zhe current oontract with FS expires ari Augu.st 31, 1994. i
City staff is nat corrvinr.ed that the czrent system is th+e most
eoanoanical way to clispo.e of this material. Staff has infornial.ly cosLsidered
several other alternatives, but has rot fcxuyd a bettex alternative to date.
erefore, the current budget includes an abjective (arid fundirq) to more
thoraucily examine the options and identify the best strategy for the City.
Staff is currently doing the preliminary work on this study. We anticipate
that the actual study will start in the fall ard be de by early sprirq.
Obviausly, the study will extend well past the expiratian of the cuzrent
sludge remval oontract.
Iate last year the staff recognized this possibility ard reqsted
praposals froan FS for extexding the currexit ootract. F5 offered several
alt.rnatives (attached) .
City staff favors and recasx7s a one-year extension (option 1) to the
ulrrent oontsact.
