Mr. Bruce A. McNabb Page 2 June 23, 1994 Scope of Services Our financial and engineering expertise provides us with a solid foundation to analyze the key issues of this study. As such, we propose an approach that: (1) identifies engineering considerations for ADM, (2) identifies alternatives, (3) investigates impacts of viable alternatives, and (4) makes recommendations to the City with regard to the North WTP. Task 1: Kick Off and Interim Meetings. Consultation with City staff throughout the duration of the study is essential to drawing meaningful and accurate conclusions. In addition to continuous communication throughout the project, Black & Veatch staff will attend kick- off and interim meetings to collect necessary data and ascertain City policy direction. Task 2: Identify engineering considerations for ADM. The Environmental division of Black & Veatch will identify engineering needs for water service to ADM, including: • Process water quality requirements. • Fire protection requirements. • Total capacity needs and the extent to which the North Plant can meet those needs. • Illinois Environmental Protection Agency (IEPA) considerations. • Preliminary indications of the need for ADM to provide sepazate process and potable water systems. Task 3: Identify alternatives to the City regarding the North WTP. Black & Veatch will identify and describe preliminary alternatives available to the City regarding the North WTP, including: • Maintaining the status quo. • Abandoning the plant and expanding the South WTP (including water transmission and distribution improvements). • Upgrading the North WTP to meet EPA finished water quality standards for treating 12 mgd regardless of lake water quality, thus delaying expansion of the South WTP. • Selling the North WTP to ADM where ADM operates the plant entirely and the City charges for lake water. • Selling the North WTP to ADM where ADM operates the plant entirely and the City does not charge for lake water. • Selling the North WTP to ADM where the City operates the plant entirely. • Upgrading the North WTP to ADM process water quality standards, where the City owns and operates the plant as a sole source water supplier to ADM.
