Mr. Bruce A. McNabb Page 3 June 23, 1994 • Upgrading the North WTP to ADM process water quality standards, where the City owns and ADM operates the plant as a sole source water supplier to ADM. Task 4: Screen identified alternatives. The alternatives identi�ed in Task 3 will be screened on the basis of gross cost estimates and non-financial factors to eliminate from further consideration any obviously non-viable or impractical alternatives. Task 5: Investigate viable alternatives. In analyzing the City's alternatives, Black& Veatch will assess the net impact on water revenues based on existing rates for each alternative identified in Task 4. In so doing, Black & Veatch will forecast both life cycle costs and impacts on revenue from water sales for each viable alternative. Task 6: Make recommendation. A recommended alternative from those investigated in Task 5 will be selected based on engineering as well as financial evaluation and comparison of viable alternatives. The recommendation will also recognize the City's input with respect to the evaluations and intangible factors. Task 7: Reports and Presentation. Upon study completion, Black & Veatch staff will prepare preliminary and final reports summarizing the study findings, provide sufficient copies of each, and attend a final meeting to present and discuss the final report. Task 8: Additional Services. It is suggested that the Contract be valid for additional services requested by the City by addition of amendment(s) at a later date, subject to the terms discussed in the Compensation section herein. City Responsibilities In order for Black & Veatch to conduct the study outlined in the Scope of Services in a timely and efficient manner, the City will provide: 1. Annual revenue from water sales for FY 1988 through FY 1993. 2. Annual operating expense detail by treatment function for the North and South WTPs for FY 1988 through FY 1993. 3. For the North WTP, detailed fixed asset records by asset category, including original cost, annual depreciation expense, useful life and accumulated depreciation. 4. Water Production Annual Reports for FY 1988 through FY 1993.
