Our <br /> Management Consulting Division employs a full-time staff of 80, with a diversity of <br /> undergraduate and advanced degrees in finance, accounting,engineering,economics,business <br /> administration, human resource management, and computer science. Most of our staff have <br /> devoted all or a major portion of their careers to utility financial and management services. <br /> In the last five years, the Management Consulting Division has performed over 1,000 <br /> financial and management studies and services. <br /> Based on the financial and engineering expertise required for your study, we have assembled <br /> the project team that will best meet your project needs. Paul E. Hoback is a registered <br /> engineer with over 30 years of experience in conducting studies such as the City requires. <br /> He will serve as partner-in charge. Blaine W. Bickel, an economist with an M.S. degree, has <br /> more than 17 years of experience with our Management Consulting Division and will serve <br /> as Project Manager. Samuel L. Wolfinbarger, who conducted the 1990-91 studies, will <br /> provide technical support for the study and provide continuity of the team with the City. <br /> Compensation <br /> It is proposed that compensation for the performance of the Scope of Services specified <br /> herein use our Management Consulting Division's standard basis, including hourly rates plus <br /> reimbursement of out-of-pocket costs for expenses. Billable expenses include but are not <br /> limited to transportation, subsistence for staff while traveling, printing, computer and <br /> equipment use charge, and long distance telephone use directly chargeable to the project. <br /> Hourly rates, discounted approximately 10 percent from the Division's standards, are as <br /> follows: <br />
