GOAL III - CONTROL LOCAL GOVERNMIIdT EXPENSE <br /> It is the object of the City Council to deliver the most cost <br /> effective services to the public. Expenditures will be reduced <br /> through long range planning, and developing a workload based I <br /> system for future funding of services, thereby reducing the need <br />� for higher property tax levies. ! <br /> Short-Term: On or Before 04/30/95 <br /> 1) Implement a plan to provide stable long-range funding <br /> for the City's information systems; <br /> 2) Evaluate productivity of the street sweeping function; <br /> 3) Pursue operating budget (FY1994/95) equal to or less <br /> than FY1993/94 operating budget; <br /> 4) Develop revised Animal Control program (to go beyond <br /> �� �� . <br /> this and investi ate other areas of shared services <br /> g ) � <br /> 5) Explore selling the North Water Treatment Plant; <br /> 6) Complete and market city's GIS; <br /> 7) Re-evaluate Office On Aging Division; and, <br /> 8) Identify productivity improvement objectives for each <br /> department/division of city government (objectives <br /> should tie in with performance evaluations) . <br /> Lonq-Term: (next 2 to 3 year period� <br /> 1) Continue to lobby state and federal representatives not <br /> to violate State Mandates Act and not impose unfunded <br /> mandates; <br /> 2) Examine health care benefits cost strategy; <br /> 3) Undertake organization-wide effort to examine ways to <br /> reduce expenses, including independent citizens groups; <br /> 4) Evaluate constant tax rate; and, <br /> 5) Determine feasibility of NWTP sale. <br />
