<br /> This Agreement, entered intfl �his lOth day of January ,
<br /> A.D. l9 94 , by and between the STATE 0 , acting by an ra�g � s
<br /> DEPARTM(�AT OF TRANSP4RTATION her�inafter called the STATE, and the City of
<br /> Oecatur, of the State of illinois, hereinafter called the CITY.
<br /> wITNESSETH:
<br /> WHEREAS, th� S7ATE in order to facilitate the free flow af traffic and
<br /> insure safety ta the motoring public, is� desirous of improvement approximately
<br /> 62,568 lineal feet of F.A.p. Route 322, U.S. Route 51 and U.5. Route 51
<br /> (Busfness), State Sectian 58-20-1 , 58-20-1 (HB,HB-I ,HB-1 ) 48-i 8 47R by
<br /> reconstructing F.A.P. Route 322, U,S. Route 51 from a two lane highway to a
<br /> four lane divided highway with a 50 foot median, from 0.37 mile snuth of its
<br /> intersec tion with Township Road 257 northward 4.47 miies. Additional work
<br /> shall include the construc tion of a bypass around the Town of Elwin; the
<br /> reconstruction of U.S. Route 51 (8usiness) from a two iane highway �o a five
<br /> lane highway; the reconstruction of a portion of Township Road 11�A, Riley
<br /> Road, including a s�ru�ture over F.A.P. Route 32Z ; the reconstruction of a
<br /> portion of F.A.S. 552, C.H. 30, inciuding a structure over F.A.P. Route 322;
<br /> �he reconstructing of a portion of Township Road 257; and all other work
<br /> necessary to comp]ete the improvement in accordartce with the approved plans
<br /> and specifications; and
<br /> WHEREAS, the improvement wi11 necessitate the temoor�ry clas�!Ne of �.Q.S,
<br /> 552, C.ii. Route 30; from just east of Township Road 130, Jacob's Road,
<br /> westward to F'.A.P. Rnute 322, U,S. Route 51 (Business); and
<br /> WHEREAS, it is anticipated that as a result of the closure of F.A.S. Route
<br /> 552, C.H. Route 30, an increase 1n traffic is anticipated on Township Road
<br /> (T.R. ) 209, a portion of which 1s presently under the �urisdic tion of the
<br /> CITY, from its intersectian with F.A.P. Route 710, U.S. Raute 51 (Business),
<br /> eastward 0.28 mile, and;
<br /> WHEREAS i '

<br />' S52, C.W. Route 30, an increase in �raffic is an '

<br /> intersec�ion with F.A.P . Route 710, U.S. Route 51 (Business} , eastward
<br /> approximately 1 .pg miles to its intersection with F.A.S. 1550, C.H. Rout� 61
<br /> lFranklin Street Road); and
<br />' WHEREAS, in order to accommodate the additional volume of traffic
<br /> anticipated to utilize the above designated CITY roads, the �XiStin� seal coat
<br /> surfaces are anticipated to require more than normal main
<br /> tenance; and,
