� COMMUNITY DEVELOPMENT MEMORANDUM NO. 93-204 October 27 , 1993 TO: Historical and Architectural Sites Commission FROM: George C. Weaver, Department Director SUBJECT: Designation of Local Historic District After careful review of the application submitted by Dixie Bielenberg and Stephen Bopp for the designation of Park Place of Parkview Addition which includes the properties as shown on the attached map, I have determined the proposed district meets the criteria required for the designation of the district. The finding is based upon the location, design, setting, materials, and workmanship of the area and meets criteria established in Section 4 (a) , (c) , (d) , (g) and (i) of Chapter 31 of the Ordinance as follows: (a) It has character, interest or value as part of the development, heritage or cultural characteristics of the City of Decatur; the development of Park Place styled after Hortense Place in St. Louis is significant for both its heritage and cultural contribution to Decatur. Hortense Place is recognized for its historical significance in St. Louis. (c) It is identified with a person or persons who significantly contributed to the development of the city; although known only locally, Barkley S. Brooks, John A. Montgomery, Joseph M. Brownback and others made important contributions to the development of Decatur, especially with the Park Place development. (d) It embodies distinguishing characteristics of an architectural style valuable for the study of a period, type, method of construction or use of indigenous materials; most of the homes on Park Place were constructed between 1910 and 1915 with similar materials and similar methods of craftsmanship. Architectural styles represented on the block are Georgian Revival, Colonial Revival, Swedish Manor, Italianate, and Craftsman/Prairie.
