Historical and Architectural Sites Commission <br /> October 27 , 1993 <br /> Page Two <br /> (g) It is one of a contiguous grouping of properties <br /> having a sense of cohesiveness expressed through a <br /> similarity of characteristic of style, period or <br /> method of construction; most of the houses were <br />' built within a few years of each other using <br /> similar materials and techniques expressing a <br /> unique cohesiveness. <br /> (i) It has a unique location or singular physical <br /> characteristic that make it an established or <br /> familiar visual feature; Park Place was named <br /> because of its proximity to Fairview Park and <br /> was created as a place of beauty in this west end <br /> location. It is a well known neighborhood <br /> throughout the community. <br /> Chapter 31 requires the Director of Community Development to file <br /> a written opinion as to the (1) effect of the proposed <br /> designation on the surrounding neighborhood, (2) the relationship <br /> of said proposal to the comprehensive plan, and (3) any other <br /> planning considerat�ions relevant to said proposal. <br /> 1. Effect of the proposed designation on the surrounding <br /> neighborhood. <br /> The proposed district is bound on the north by Fairview Park; on <br /> the east by residential uses consisting of single family, student <br /> housing, sorority houses, and buildings used for instruction as <br /> well as other institutional purposes, and a church; on the south <br /> by a church, fraternity and sorority houses, and single family <br /> uses; and on the west by single family uses. <br /> The proposed historic district should have no adverse affect on <br /> the existing use of institutional buildings (university and/or <br /> church) . The designation will require institutional expansions <br /> which may attempt to alter or remove structures within the <br /> district to follow the provisions of Chapter 31. Based on <br /> available information, the proposed district does not adversely <br /> affect the surrounding neighborhood. <br /> 2 . Relationship of the proposed designation to the <br /> comprehensive plan. <br /> The comprehensive plan encourages identification, designation, <br /> and promotion of historic areas. In that sense, the application <br /> is consistent with the spirit and intent of the plan. <br /> The land use plan, which is an element of the comprehensive plan, <br />
