Reed, Mass Transit Administrator <br /> Subject: Agreement for Transit Management Services <br /> A bid opening for management of the Decatur Public Transit <br /> System was held on May 17th, 1993. Although 12 firms received <br /> the bid and specification package, only 2 companies submitted <br /> proposals for the City's consideration. The qualifications of the firm, the Resident Manager <br /> candidate, and the central staff support were assessed in addi- <br /> tion to the management fee. Based upon this evaluation, ATE <br /> Management & Service Company, Inc. received the highest ranking. <br /> The firm is the largest transit management company in the world <br /> and it has managed DPTS very capably during the past 3 years. <br /> Resident Manager Larry Hamlett has 18 years of transit experience <br /> and has done an excellent job during his almost 2 years in <br /> Decatur. <br /> Therefore, it is the staff's recommendation that a 3-year <br /> contract be awarded to ATE Management & Service Co. , Inc. for the <br /> day-to-day operation and management of the transit system. A <br /> subsidiary corporation will continue to be the employer of all <br /> transit personnel. The new agreement will become effective on <br /> July 1, 1993. <br /> dmu <br />
