HOME <br /> SUBRECIPIENT AGREEMENT <br /> THIS AGREEMENT, entered this 7th day of June, 19 93 <br /> by and between the City of Decatur, Illinois (herein called the <br /> "City") and Community Investment Corporation of Decatur, Inc. <br /> (herein called the "Subrecipient" and/or "CICD") . <br /> WHEREAS, the Participating Jurisdiction (City) has applied for <br /> and received funds from the United States Government under Title <br /> II of the Cranston-Gonzalez National Affordable Housing Act; and <br /> WHEREAS, the City wishes to engage the Subrecipient to assist the <br /> City in utilizing such funds; <br /> NOW, THEREFORE, it is agreed between the parties hereto that; <br /> 1. SCOPE OF SERVICE <br /> A. Activities <br /> The Subrecipient will be responsible for administering cur- <br /> rent and future HOME funds for the purpose of selection of the <br /> participating Community Housing Development Organization (CHDO) <br /> and for assistance in program design of proposed programs in a <br /> manner satisfactory to the City and consistent with any standards <br /> required as a condition of providing these funds. <br /> I. Actions by the CICD <br /> A. The CICD will ensure that all operations of the HOME <br /> Program are in such a manner as to be in compliance with <br /> all applicable federal, state and local law� and <br /> regulations. i, <br /> B. The CICD will assume all responsibilities for the ', <br /> selection of the CHDO and program operation to include I <br /> operational budgets, monitoring for compliance, program ' <br /> guidelines, and all other administrative activities <br /> related to the operations of the HOME Program. <br /> C. The CICD will have final approval of the annual ad- <br /> ministrative budget for the purpose of operations, <br /> managing and monitoring the HOME Program. The budget , <br /> is to be presented by the Community Development staff , <br /> to the CICD for each fiscal year. Any program income <br /> will also be identified in the presented budget. <br /> D. The CICD Housing and Neighborhood Committee will <br /> provide appropriate community oversight related to <br /> operations, management, guidelines and financial <br /> aspects of the HOME Program at its regularly scheduled <br /> 1 <br />
