, <br /> meetings. Said Housing Committee will review program <br /> guidelines; however, all loans shall be approved by <br /> the Community Development staff. Any exceptions to <br /> the guidelines will be approved by the CICD. <br /> E. The CICD will cooperate with the City of Decatur in <br /> preparing and making any reports to other parties as <br /> appropriate and necessary for activities conducted <br /> under this agreement. <br /> II. Actions by the City <br /> A. The City shall conduct and complete Environmental <br /> Review Reports and Historical Review required for <br /> federal compliance under Title II. <br /> B. The City via the Community Development staff shall <br /> accept applications, conduct construction inspections, <br /> verify information, approve loans, conduct loan <br /> closings, service loans, and initiate collection <br /> proceedings. <br /> C. The City via the Community Development staff shall <br /> provide the monthly progress report on activities <br /> associated with the HOME Program, repayment status, <br /> and loans in process. <br /> D. The City shall maintain all project files and <br /> legally binding documents. They shall make available <br /> to the CICD President upon request. <br /> 2 . TIME OF PERFORMANCE <br /> Services of the Subrecipient shall begin when authorized by <br /> all parties below. Program income shall be accounted for an- <br /> nually, and shall be used only for the identified HOME program <br /> purposes. Either party of this agreement may terminate the same <br /> by providing written notice served personally or by certified <br /> mail on the other party and setting out a termination date of not <br /> less than sixty (60) days from the date of receipt of said <br /> notice. In the event that no notice of termination be served by <br /> either party to this agreement, this agreement will automatically <br /> renew itself for consecutive period of one (1) year each. <br /> 3 . PAYMENT <br /> It is expressly agreed and understood that the total amount <br /> to be paid by the City under this contract shall not exceed <br /> 2 <br />
