At the discretion of the Council , required <br /> items may be submitted after the bid opening if there is sufficient <br /> compliance with instructions at the time of the bid openings to permit <br /> the City to determine the price bid. <br /> CONTRACTOR AVAILABILITY: At all times when work is being performed <br /> (by contractor himself or subcontractor) , the prime contractor shall <br /> have on the job site someone in his direct employ who is capable of <br /> meeting with the Construction Specialist and making decisions . If <br /> authorized by the engineer, this condition may be satisfied by having <br /> a telephone number of someone who satisfies the above requirements . <br /> PROJECT MAINTENANCE: Should the City become aware of an unsafe condi- <br /> tion existing within the scope of this project, the City will attempt <br /> to contact the contractor to resolve the unsafe condition.
