COMMUNITY DEVELOPMENT
MEMORANDUM NO.
93-45
April 13 , 1993
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: JAMES C. BACON, JR. , CITY MANAGER
GEORGE WEAVER, ACTING DIRECTOR OF DEPARTMENT OF
COMMUNITY DEVELOPMENT
ROBERT S. REED, MASS TRANSIT ADMINISTRATOR
SUBJECT: REQUEST FOR PROPOSALS FOR MANAGEMENT OF DECATUR PUBLIC
TRANSIT SYSTEM
Upon City Council approval, the attached resolution will
authorize the issuance of a Request for Proposals for management
of the Decatur Public Transit System. The management company
will be the employer of all transit employees and it will provide
management and supervisory services necessary for the daily
operation of the transit system. The management firm will
furnish a resident manager and it will make available central
staff support for labor negotiations, employee grievances and
other areas as needed.
The current contract expires on July 1 , 1993 and the new
agreement will be for a 3-year period; however, either party can
cancel at the end of any year provided that proper notification
is given. The City currently pays $65,750 annually for
management services.
It is expected that there will be at least 4 firms to submit
proposals for the City' s consideration. Bid opening is scheduled
for May 17th and the award of contract should be ready for City
Council approval in June, 1993.
