D. The City shall have the responsibility for establishing the guide- <br /> lines for the Specialized Van Transportation Program, with irYput <br /> fran MANPOWER. <br /> E. The City, or its designee, shall register Program participants, <br /> determine eligibility, and furnish proper identification to eligi- <br /> ble participants. <br /> F. The City shall provide NfP,NPOWER with adequate supplies of fornns <br /> requised for the program and it shall equip the van with the <br /> necessary supplies (deicer, scrapers, first aid kit, flashlight, <br /> fire extinguisher, etc.) . <br /> G. The City shall promote the Program via radio, ne�wspaper, informa- <br /> tional brochure5, and various other media, as deemed necessary. <br /> H. The City shall determine the cash fare to be paid by Program <br /> participants and reserves the right to change that rate. <br /> I. MANPOWER shall be excused for failure to perform services under <br /> this Agreement if said service is prevented by reason of Acts of <br /> God, strikes, labor disputes or other occurrences over which <br /> NIANPOWER has no control. <br /> J. If the van is inoperable, it will be the responsibility of the <br /> City to provide an alternate means of transportation for Program <br /> participants. <br /> K. The City or DPTS will train the operators provided by N�NPOWER. <br /> The operators shall receive their regular wage rate for such <br /> training frc�n MANPOWER. <br /> L. MANPOWER agrees that it will canply with all laws and regulations <br /> of the United States ar�d of the State of Illinois and all ordi- <br /> nances of the City of Decatur, Illinois, governing employee <br /> rights, pay and worki.ng conditions, including by way of <br />
