r <br /> ti � <br /> LETTER OF COMMITMENT OF THE <br />', CITY OF DECATUR <br /> PUHLIC WATER BUPPLY <br /> TO THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY <br /> IEPA/ENF. NO. 168-92 <br /> FACILITY NO. 1150150 COUNTY OF MACON <br /> The CITY OF DECATUR (hereinafter referred to as "DECATUR") hereby <br /> commits to the ILLINOIS ENVIRONMENTAL PROTECTION AGENCY <br /> (hereinafter referred to as "IEPA" or "the Agency") to take the <br /> following actions in order to achieve compliance with the Illinois <br /> Environmental Protection Act (I11. Rev. Stat. 1991, ch. 111 1/2, <br /> pars. 1001, et seq. ) and regulations governing public water <br /> supplies (35 I11. Adm. Code, Subtitle F) , as well as with the <br /> Federal Safe Drinking Water Act Amendments of 1986 and regulations <br /> promulgated thereunder that have been adopted by the Illinois <br /> Pollution Control Board. <br /> DECATUR hereby commits to the Agency that it will complete each of <br /> the following within the time period provided in each section of <br /> this Letter of Commitment: <br /> l. Within the shortest time practicable as delineated in each of <br /> the sections below, DECATUR shall be in full compliance with <br /> the Federal Safe Drinking Water Act, as amended, federal <br /> regulations promulgated thereunder that have been adopted by <br /> the Illinois Pollution Control Board, the Illinois <br /> Environmental Protection Act, and State Regulations <br /> promulgated thereunder. <br /> 2 . Beginning immediately, DECATUR shall collect weekly samples of <br /> its water from the points of entry into the distribution <br /> system and shall have them analyzed for nitrate (35 I11. Adm. <br /> Code 611.300) at least weekly by an IEPA laboratory or a <br /> laboratory certified by the USEPA or the State of Illinois, <br /> for analysis so .as to determine the concentration of nitrate. <br /> If done by another certified laboratory, the results of the <br /> analysis shall be reported to IEPA, Compliance Assurance <br /> Section, Division of Public Water Supplies, 2200 Churchill <br /> Road, P.O. Box 19276, Springfield, IL 62794-9276, within 10 <br /> days of the receipt of each analysis. Analysis may be <br /> conducted at DECATUR'S laboratory once it is certified by the <br /> Agency to conduct such analysis. <br /> 3 . DECATUR must either: <br /> a.
