drinking water for all infants who are six months of age <br /> or less (hereinafter referred to as the "at-risk <br /> population") . DECATUR shall establish a program to make <br /> drinking water available on a continuous basis until the <br /> DECATUR public water supply is permanently in compliance <br /> with the nitrate primary drinking water standard as is <br /> required by this Letter of Commitment; or <br /> b. In the alternative, DECATUR may develop a program <br /> approved by the Agency which provides water for the same <br /> at-risk population on an intermittent basis at all times <br /> when the DECATUR public water supply exceeds the nitrate <br /> standard. This intermittent program shall, at a minimum, <br /> include the following: <br /> i. DECATUR shall notify and alert the <br /> parents, guardians, custodians, and <br /> providers of the at-risk population <br /> immediately when the triggering <br /> I concentration of nitrate is reached. <br /> ii. The triggering concentration for <br /> nitrate is 8.5 mg/1 or greater based <br /> upon a single-weekly sample result <br /> when the previous weekly sample <br /> result was below 8.5 mg/1. If the <br /> triggering concentration is exceeded <br /> by the DECATUR public water supply <br /> at either water treatment plant, <br /> DECATUR shall provide drinking water <br /> at appropriate locations for the at- <br /> risk population before the nitrate <br /> standard of 10 mg/1 is exceeded; and <br /> iii. DECATUR shall continue with this <br /> drinking water program for the <br /> duration of the exceedance of the <br /> triggering level until the nitrate <br /> concentration registers at or below <br /> the triggering level of 8. 5 mg/1 for <br /> four consecutive weeks at both water <br /> treatment plants. <br /> 4. DECATUR must demonstrate or provide certification from the <br /> bottled water provider (if bottled water is provided) that the <br /> drinking water complies with the Federal and State regulations <br /> governing potable water including the following regulations as <br /> applicable: <br /> a. the water provided does not exceed any Maximum <br /> Contaminant Level set forth in 35 Ill. Adm Code (Subtitle <br /> F) or Federal regulations pursuant to the SDWA; <br /> 2 <br />
