Dates of applications for all permits <br /> necessary for construction of installations <br /> changes or additions to the public water <br /> supply needed for achieving compliance with <br /> Federal and State statutes and regulations; <br /> b. Date for advertisements of bids for said <br /> � construction; <br /> c. Dates for initiation of construction allowed <br /> by the construction permits; <br /> d. Dates for completion of said construction; <br /> � e. Dates for achieving compliance with Federal <br /> and State statutes and regulations; and <br /> f. The results and recommendations of the watershed <br /> protection investigation conducted by DECATUR. <br /> 16. Within thirty-six (36) months of the date of this Letter of <br /> Commitment, DECATUR shall submit to the Agency a preliminary <br /> justification for the continuance of its plan. The Agency <br /> shall review the justification for the feasibility of the <br /> plan. <br /> 17. Within seventy-two (72) months of the date of this Letter of <br /> Commitment, DECATUR shall submit to the Agency a justification <br /> for the continuance of its watershed management program. <br /> DECATUR commits to the Agency that if the nitrate levels have <br /> not shown a pattern of consistent decrease during the first <br /> six (6) years of the watershed management program, DECATUR <br /> shall institute measures to achieve compliance with the <br /> nitrate primary drinking water standard through blending or <br /> treatment technologies. <br /> The date for compliance with the nitrate primary drinking <br /> water standard shall be the shortest practicable time, but no <br /> later than April 15, 2001. <br /> 18. Within two (2) months of the date that the IEPA or the <br /> Attorney General 's Office provides DECATUR with a proposed <br /> Stipulation and Proposal for Settlement, incorporating in <br /> substance the FINAL PLAN with its compliance milestones or any <br /> reasonable modifications or additions made thereto by the IEPA <br /> after consultation with DECATUR, DECATUR shall mail to the <br /> Agency, c/o Division of Legal Counsel, the requested <br /> Stipulation signed by the Mayor of DECATUR. This two month <br /> period may be extended by the Agency if requested in writing <br /> to allow for discussions over the terms of the pleadings. <br /> 7 <br />
