. <br /> 9. DECATUR shall immediately initiate an agricultural outreach <br /> program designed to inform the agricultural community of the <br /> exceedence of the nitrate primary drinking water standard and <br /> facilitate cooperation between DECATUR and the agricultural <br /> community in implementing the watershed management program. <br /> 10. With regard to the nitrate primary drinking water standard, <br /> within three (3) months of the date of this Letter of <br /> Commitment, DECATUR shall secure professional assistance of a <br /> registered professional engineer (either from present staff or <br /> an outside consultant) to address its nitrate levels. <br /> il. Within four (4) months of the date of this Letter of <br /> Commitment, evidence that such professional assistance has <br /> been secured shall be submitted to the IEPA's Division of <br /> Public Water Supplies ("DPWS") , at 2200 Churchill Road, <br /> Springfield, IL 62794-9276. <br /> 12 . Within twenty-four (24) months of the date of this Letter of <br /> Commitment, DECATUR shall submit to the Agency's Division of <br /> Public Water Supplies/Field Operations Section, a PRELIMINARY <br /> STUDY, which shall briefly describe the measures under <br /> investigation to bring the levels of nitrate in its public <br /> water into compliance with the 10 mg/1 nitrate drinking water <br /> standard. The PRELIMINARY STUDY shall, at a minimum, <br /> investigate and submit a recommended course of action on the <br /> following compliance measures: <br /> a. Treatment technologies and techniques specific <br /> for compliance with • the nitrate primary <br /> drinking water standard; <br /> b. Alternative sources of water as a sole source <br /> or source of blending waters to meet the <br /> nitrate primary drinking water standard; and <br /> c. Watershed protection measures as delineated in paragraph <br /> 8 of this Letter of Commitment. <br /> 13 . DECATUR shall also identify in the PRELIMINARY STUDY the <br /> financial resources which are or may be available to bring <br /> DECATUR'S public water supply into compliance with all Federal <br /> and State statutes and regulations. <br /> 14 . Within thirty (30) months of the date of this Letter of <br /> Commitment, DECATUR shall submit to the Agency's Division of <br /> Public Water Supplies/Field Operations Section, a FINAL PLAN, <br /> which shall briefly describe the preliminary engineering <br /> proposal and identify the proposed solution. <br /> 15. The FINAL PLAN shall contain compliance milestones for nitrate <br /> compliance measures which are uncorrected on the date of the <br /> 6 <br />
