.. . • <br /> b. Within the shortest time practicable, but not later than <br /> twelve (12) months of the date of this Letter of <br /> Commitment, DECATUR agrees to: <br /> i. perform a hydrological characterization of its <br /> watershed; <br /> ii. identify its watershed by hydrologic units and <br /> , determine specific areas where drainage discharge <br /> into surface waters occurs; and <br /> iii. formulate a plan for and initiate sampling for <br /> nitrate at the identified locations. <br /> c. Within the shortest time practicable or sixteen (16) <br /> months from the date of this Letter of Commitment, <br /> DECATUR shall identify and rank by nitrate level the <br /> areas identified in subparagraph 8 (b) (2) of this Letter <br /> of Commitment. DECATUR shall also include specific areas <br /> which the Agency may identify. <br /> d. Within twenty-four (24) months of the date of this Letter <br /> of Commitment, DECATUR shall: <br /> i. continue watershed management practices such as <br /> monitoring, testing and the agricultural outreach <br /> program and implement any additional watershed <br /> management practices which are developed from the <br /> initial monitoring, testing and agricultural <br /> outreach program; and <br /> ii. formulate and implement a specific, detailed plan <br /> to utilize one or more of the following: <br /> a. soil conservation practices; <br /> b. sediment basins; <br /> c. artificial wetlands; <br /> d. streambank and shoreline vegetation <br /> establishment; <br /> e. reduced nitrate usage; or <br /> f. other agreed methods of mitigating the nitrate <br /> level in its system. <br /> e. DECATUR shall provide the Agency with semi-annual reports <br /> which include the results of its sampling, <br /> identification, planning and ranking procedures. <br /> 5 <br />
