� <br /> I -vi- <br /> Purchases between �2,500.00 and �5.000.00. The Sub- <br /> grantee shall be required to solicit written bids on ali <br /> purchases between �2,500.00 and �5,000.00 but shall not <br /> be required to advertise for such bids. The Subqrantee <br /> shall solicit bids from an adequate number of suooliers. <br /> The Subqrantee shall keep and maintain a written record <br /> of all bids received. <br /> Purchases over �5.000.00. Purchases over �5,000.00 re- <br /> quire City Council approval . For such purchases, sealed <br /> bids are publicly solicited and a firm - fixed - price <br /> contract ( lump sum or unit price) is awarded to the <br /> lowest responsible bidder whose bid , conforming with all <br /> the material terms and conditions of the invitation for <br /> bids, which is lowest in price . The Subgrantee will draw <br /> up specificat�ions with the assistance of the Department , <br /> • then advertise for bids in the local newspaper fifteen <br /> ( 15) days before the bids are opened . In addition, the <br /> Subgrantee will solicit bids from an adequate number of <br /> suppliers. The Subgrantee shall keep and maintain a <br /> written record of ail bids received . <br /> XI . FINDING CONFIDENTIAL <br /> Nothing in this Agreement shall be construed to violate <br /> the privacy of individuals who are served by the Project , <br /> nor shall this Agreement be construed to require �he Sub- <br /> grantee to publish or release information to third- <br /> parties which would viola��e `�e privacy of such in- <br /> dividuals. It is further agreed that ir.formation ob- <br /> tained and used by the Department as requirzd by this <br /> Agreement , shall not be used or disclosed in such a way <br /> as to violate individual privacy and client relation- <br /> ships. <br /> XII . SUBSEQUENT CHANGES <br /> The following types of changes require written approval <br /> from the Department : <br /> a. Substantial changes in the project work plan. <br /> b . Changes in any budget line item which exceed 10 per- <br /> cent or �1 ,000.00, whichever is larger . <br /> c . Changes in any budget line item which result in an <br /> increase in the total Project cost . <br />
